SENATOR CLINTON AND CONGRESSMAN ANDREWS PUSH FOR CREATION OF COLD WAR VICTORY MEDAL



WASHINGTON, DC - U.S. Senator Hillary Rodham Clinton (D-NY) and U.S. Rep. Rob Andrews (D-NJ), members of the Senate-House National Defense Authorization Act conference committee, urged their colleagues to recognize the unique contributions of American veterans of the Cold War by supporting legislation they have introduced in both chambers of Congress to have the Pentagon create and distribute a Cold War Victory Medal.



"It is fitting that we honor the heroes who made our victory in the Cold War possible through their strong and vigilant stand against the threats we faced as a nation. It is time to create a military service medal for members of the Armed Forces who served during the Cold War to recognize and honor their service," Senator Clinton said.



"Winning the Cold War was the most important military victory of the past half century. Veterans of this engagement have earned the right to be recognized for this victory, for the Cold War was not just an ideological struggle. It was a large-scale military campaign to prevent a third world war through deterrence and military deployments. This required real commitment and real sacrifice from those who served in our military," said Rep. Andrews. "It was a unique period in our history, and our veterans of the Cold War deserve a unique medal to recognize their service."



"Establishment of a Cold War Victory Medal would not diminish the integrity or prestige of other medals. It would simply acknowledge the price paid by millions of veterans in resisting the expansion of the Soviet Union and communism around the globe," concluded Rep. Andrews. "I hope that my colleagues on the National Defense Act conference committee will help support this worthy effort."



Approximately 24 million veterans who served in the United States Armed Forces from 1946 through 1991 would be eligible for the Cold War Victory Medal. The medal is endorsed by the American Legion, AMVETS, the Reserve Officers Association and the Cold War Veterans Association.

enclosed is a "dear colleague" letter sent out to all members of the House of Representatives asking that they co-sponsor H.R.2568, the Cold War Victory Medal. The letter is signed by a Democrat AND a Republican on the House Armed Services Committee. And right after it went out, another Republican HASC member signed on -- Rep. Rob Simmons, (CT). This brings the total to 8 co-sponsors, and we need to keep this list growing.


So NOW is the time.to get co-sponsors, as many as we can. We need each of you to help in every way possible. The importance of showing strength and solidarity on this is that it builds support for keeping SEC 552, the Cold War Victory Medal in the House-Senate Conference this year.

We want to build support on the Senate side as well, but there our focus is on getting commitment from members of the Armed Services Committee to pledge to fight for a cold war medal in the conference. But our best opportunity is likely to be in the House-Senate conference, where cold war medals have died in the past. This year, we want support too strong to be ignored. At this moment, every one of the 535 members of the House of Representatives is important. They are all eligible to cosponsor H.R.2568, the Cold War Victory Medal Act. And we need to ask each of them to do it!

We are heading into the House -Senate conference in the days ahead. I can't say when it will take place, but I don't think it will be much later than July 20. I will know more tomorrow.

Right now, our ONLY chance to get a cold war victory medal enacted is to have the conference committee KEEP SEC 552, COLD WAR VICTORY MEDAL in the final NDAA..

Operationally, that means ALL our members (and their friends and families) have to do two things:

Phone, fax, and e-mail Senate conferees. Especially Cornyn (TX), Lieberman (CT), Graham (SC), Chambliss (GA) Akaka (HI), Dole (NC), Kennedy (MA), Collins (ME), Thune (SD) and Ben Nelson (NE). All members of the Senate Armed Services Committee are conferees, so check the Senate website (www.senate.gov) and contact your senator ASAP. Ask them to support keeping SEC 552, the COLD WAR VICTORY MEDAL, in the final NDAA,

On the House side, ask your representative to co-sponsor H.R.2568, the Cold War Victory Medal Act. It has bipartisan support, and we need to buil;d the list of co-sponsors. Go to www.house.gov and check out members of the House Armed Services Committee. Find representative from your state and e-mail, fax, phone to ask (1) co-sponsorship of H.R.2568 and PLEASE KEEP SEC 552, COLD WAR VICTORY MEDAL, in the National Defense Authorization Act for 2007.

Upstate NY Veterans We Need Your Support Now

Congress is in session tomorrow CWVM is alive in the House and we need Republican co- sponsors in the HASC. The below letter is from DR. Frank Tims.


Roy, the Cold War Victory Medal is alive and well in SEC 552 of the House version of the NDAA (H.R.5122), which will go to House-Senate conference in the weeks ahead. Thus, the House language is "the only game in town," and we have secured promises from three senators on the conference committee to stand up for us in conference, and argue to keep SEC 552, Cold War Victory Medal, in the final bill.

Senator Clinton is with us, and has been very helpful. But now the fight is in the House-Senate Conference, and she is pledged to support us in conference. We have a couple of other senators on board, but it will be the usual tough fight. DOD is making a wild cost estimate ($260 mil), which is eight times the CBO number and about 100 times what I estimate they will actually spend, given the unimpressive performance with the "certificate" program.

So we are really focusing on the House side, on the House Armed Services Committee (HASC) John McHugh, whose 23rd district covers a lot of real estate in upstate (including Watertown, part of Oneida, and Plattsburgh, is a powerful member of the HASC. If we could get him to co-sponsor H.R.2568, the Cold War Victory Medal Act, it would be a giant leap forward. We already have Republican co-sponsors, including an HASC member, and McHugh could be a real hero on this one. If you know anybody in his district, please ask them to contact him ASAP and get him to co-sponsor.
